※ SASO

The Saudi Standards, Metrology and Quality Organization (SASO) oversees the Saudi Product Safety Program "SALEEM".

Under this scheme, SASO has implemented SABER, an electronic conformity assessment platform to manage product and delivery certificates.

The product certificate will be obtained for the goods that are under SASO Technical Regulations, i.e. regulated products, and a self-declaration for unregulated goods. The delivery certificate will be obtained for all products with or without technical regulations that move in the Kingdom of Saudi Arabia.

TÜV NORD can issue the Product Conformity Certificate which includes a two-stage certification process to export products to the Kingdom of Saudi Arabia.

There are two types of SASO Certificates:

a- Product Conformity Certificate (PCOC) which will be obtained for all Products Regulated according to SASO Technical Regulations and is valid for one year after issue.

The Saudi Standards, Metrology and Quality Organization (SASO) has approved TÜV NORD for the following Technical Regulations (TR) and covers the following purpose.

b- All cargoes with regulated and unregulated products, which move in KAS, must be provided with the Certificate of Conformity of Delivery (SCoC) for customs clearance.

Progress of the PROCESS:

• The importer must send an online request to SABER to obtain the SCoC for the import of products in KAS.

• TÜV NORD verifies the validity of PCoC for regulated products.

• Payment of SCoC fees.

• The SCoC is issued through the SABER online portal and is valid only for that specific shipment.

Various bureaucratic obstacles still stand in the way of companies wishing to export factories and machinery to the Customs Union of Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan and other members of the Union of Independent States (CIS).

TÜV NORD CERT has full experience and knowledge in this field and can offer a wide range of support services for exporters based on the Customs Union Regulation service beyond previous GOST certificates.

In addition to the rapid political changes that have occurred in Russia and other CIS countries in the last decade, the need for a faster and more sustainable economic development has arisen. One of the inhibiting factors in this direction is the lack of harmony between the current systems of standardization, certification, supervision and security requirements for products and goods, as a whole.

 

The Customs Union of Belarus, Kazakhstan and Russia has responded to the demands of the world economy with the development and introduction of Technical Regulations (TR).

Technical regulations, similar to European Directives, aim to specify general safety requirements and are made more specific in the so-called "GOST" international standards that are approved by the legislator.

After the introduction of the Technical Regulations, the GOST certificates that are currently in use will be replaced by TR Conformity Declarations or TR Conformity Certificates.

Existing certificates in different countries of the Customs Union (GOST-R, CTB, GOST-K, TR Russia) will maintain their validity until the expiration date, but not later than 15.03.2015. From that date, the conformity assessment will be carried out according to the new and amended requirements.

Products will be marked with the new Eurasian Conformity Code (EAC).

Another big change is that manufacturers from abroad must now have an Authorized Representative in the Customs Union (Representation, Branch, Sales Organization, Importer), who takes responsibility for the product.

A whole series of documents is required to apply for a TR Certificate or a TR Declaration.

Evaluations carried out in accordance with the relevant EC directives for the CE mark, together with the CE declaration of conformity or the manufacturer's declaration, must always be presented.

The existence of a QM system (eg EN ISO 9001) can also simplify and speed up the Russian certification procedure.
